You are right that such a discussion is better suited to the DB-WG.
However I will make one last point here. The boundaries of WG topics
are not black and white. There is often overlap between WGs.
Throughout this discussion, the fact that the database is such a
difficult tool to use and requires considerable manual effort on the
part of LIRs to maintain the registration data within, has been used
as justification for changing the registration requirements. When we
clearly don't understand the reasoning behind the registration
requirements we have today, I still argue it is wrong to change
registration requirements just for the convenience of making a
historic tool easier to use. The correct approach is to fix the tool.

Bear in mind also that the proposal is basically about adding an inconsequential, minor, optional feature change for the convenience of some operators. It also makes a huge change to the registration requirements of End User assignments which will have an unknown impact on the public registry and some major stakeholders.
