problem installing the RAToolset v.3.3.2 on OSF/1

Hi,

It is actually ported successfully to alpha' running osf/1. However, I am not
sure if they were using make or gnu make. 

I am at IETF this week. We can talk more next week to find out what
exactly is going wrong.
