ISO 3166-1 has reserved code points for exactly this purpose. See http://www.iso.ch/iso/en/prods-services/iso3166ma/10faq/frequently-asked-questions.html#Q09 "EU" is not on this list, but it's on a - meanwhile non-public - separate list and will not be assigned.
