Having multiple entries shouldn't be that problem, except you have to live for the fact that you will probably get a copy on each address listed and you have to make sure that at least one responds to it otherwise you will break the system again. Your suggestion to use remarks/desc attributes is a problem in the way that they are freeform and it's not easy to force people on using a strict format, nor is it easy to just use 'grep' to get the information your looking for.
