This is budget management 101. RIPE NCC knew that the increase in number of LIR 3/5 years ago was due to existing LIR looking for a last bit of IPv4 and would close at some time. It is sad, I am not happy to see any of the great RIPE services removed, but now is past time to reduce the budget (and deploy IPv6 ;) ).
