Demanding passports may well be unreasonable. [I wonder how this policy can be applied to people who don't have passports or driving licences and live in enlightened countries that don't have ID cards?] However, the NCC does need to have some way of verifying the identity the other party to the agreement. A government-issued identity document is the easiest way to do that. Perhaps there could be (electronic?) alternatives: eg PGP signatures signed by someone already known to the NCC.
