You seem to be making a different reading of the proposal from the one I'm making. I've tried to address your objections to the proposed sections 2.4 and 2.5. Have I misunderstood what you meant? Have I perhaps left your "carte blanche" interpretation un-addressed because I've assumed it was derived from section 2.5? Is there something else I'm missing? ATB /Niall
