[coc-tf] Draft agenda for meeting on Wednesday, 31 August

Dear TF members,

Hopefully I'm not confusing things here, but I gave the process document 
another read. I accepted changes from the last round, cleaned up some of 
the comments, and added a couple of new ones.

So if you haven't looked at this yet, it might be good to start from
