    <p>I also doubt that its legal, that it depends on the working-speed
      of RIPE itself if you need to pay a new year or not.<br>
      Even if I send the closure-request on 31. December 23:45 o clock,
      then my request is done in the last year and<br>
      every judge will agree. Its not the members problem, if RIPE takes
      until new year to process the request.</p>
    <p>Or is there any rule, that me as a member have to accept this
      process, that it depends on the working-speed and "god-will" to
      accept my documents,<br>
      if I need to pay a additional year or not? <br>

    <p>Anyways the RIPE will send the invoices for the coming year in
      February or March, so there is still a lot of time for RIPE to
      exempt LIRs from getting invoiced<br>
      where a closure process is started before new-year. So I really
      dont understand the reason why make it such complicated.<br>

          be community will cancel this restriction for transfers
