[OpenIPMap] Xmas greetings and happy crowdsourcing

Hi,

I'd like to thank all of you on this list for your contributions to
OpenIPMap.

In the last 4 weeks we had 21 contributors contributing a total of 3932
geoloc mappings. We have a total of 29853 mappings now, and if you've
recently opened the openipmap-maps I'm pretty sure you've seen a
difference from when we started this half a year ago in terms of how
much infrastructure we can geolocate.

To encourage people to keep mapping through the xmas holidays we've
thought of the following:
We'll give 1M RIPE Atlas credits to the 10 people who contribute most to
OpenIPMap over the next 2 weeks.

To help a bit in charting uncharted territory I've created 2 special
RIPE Atlas measurement IDs that contain measurements to many different
destinations (one per routed prefix), one for IPv4 and one for IPv6.
